Dear Sir or Madam, I would like to propose that associations which have a minimal turnover on their TR should be allowed to submit the obligatory annual reports (balance sheets, etc.) to FURS and AJPES of the associations' obligations to FURS and AJPES by the traditional route, i.e. by post as registered mail, or to submit them in person at the headquarters of the locally competent FURS and AJPES. Certain associations have a TR only because of a legal obligation, and the only turnover shown on it is due to the MANDATORY costs of keeping the TR. The content of such associations is purely theoretical and not financial. But they have to operate like big societies with a lot of membership, turnover, etc. This kind of e-commerce obligation cripples the work of too many otherwise socially useful associations, whose work and tasks are merely to initiate, propose, collect signatures to the latter, formulate opinions and positions on legal and other acts (national and local level), etc. The miniature association described above must have a special, responsible accountant, with a mandatory e-signature, with e-submission of balance sheets, which as a rule can only be produced by a professional accountant, even if the forms with a minimal turnover (only the funds for the maintenance of the mandatory TR) could be filled in and submitted by the members of the association in the traditional way. As a rule, the only cost for the association is the maintenance of the accounting fleet due to the compulsory and usually empty TR. Is this in the spirit of STOP BIROCRACY? I would like to ask for serious consideration of an initiative to abolish this kind of obligation (after e-filing of balance sheets, etc.) in cases where the association does not have an annual turnover of, for example, more than €100 per year. The association on whose behalf I am writing this will have to apply to be removed from the register of associations, because this kind of bureaucratic and complicated business for our members is contrary to common sense. I ask for an answer as soon as possible, because in the healthcare sector it is also possible for people to obtain prescriptions, referrals, and .... excerpts in the traditional form and not only in the e-Health form, which is especially marked as a business friendly to all people by the ZZZS.
