The car's registration has expired, so it had to be registered with an authorised registration organisation. When arranging the registration, the clerk found that the owner of the car had expired his driving licence on the same day and was therefore not allowed to register the car. The car owner was then referred to the Administrative Unit - UE to obtain a certificate for the renewal of his driving licence. The UE found that they could not issue the certificate because the car owner (as the applicant for the renewal of the driving licence) had to undergo a medical examination first. In this case, the car owner wishing to register the car or the applicant for the renewal of the driving licence had to undergo a medical examination first. He then returned to the UE to obtain a certificate for a provisional driving licence. Only after this step could he return to the authorised registration organisation. The order of the procedures for registering a car in the present procedure is not only nonsensical, but also time-consuming. The car owner could have registered the car in any case - with or without a driving licence. The owner of a registered car could be any individual who wishes to own a car - with or without a driving licence. The owner of the car would have to register in any case (even if his driving licence expires). I propose to change the rules so that a person without a driving licence could be the owner of a registered car, e.g. because he could use it to rent it out to other people or to offer it for other commercial activities related to the transport sector.
