I propose to simplify the procedure for changing the ownership of a vehicle or issuing a new traffic licence after the lease has been paid off. The basis for the change of ownership is a certificate from the leasing company that the lessee has repaid the lease. Under the current procedure, the following is required:
-termination of the insurance policy and conclusion of a new one;
-declaration of the vehicle, fulfilment of the claim for the refund of the toll portion, and payment of the toll for the period for which the toll is being refunded;
-at one sorting office, they even requested the replacement of the number plates.
I see no reason to cancel the insurance and take out a new one for the same period.In both cases I am the payer. Nor is it logical to refund the toll and at the same time pay the toll for the period for which the toll is refunded.In both cases I am the payer.
