I propose to abolish the need to issue a "local community opinion". I believe that giving a local community opinion is an unnecessary step in the selection process. One of the municipal administrations also noted that the content (scope, subject matter, structure, etc.) of the local community opinion is not defined either in law or in the (internal) municipal acts. The unsuccessful candidate has no possibility to appeal against the local community opinion, as it does not produce legal effects and consequently cannot be subject to judicial protection. Example: The selection of the head teacher is decided by the Council of the institution by means of an appropriate act.
