A company or individual rents out a flat and agrees that the tenant registers at that address. However, it is not possible to de-register the tenant when moving out. However, the procedure is such that only that person can de-register himself. That is why it is happening that there may be evictions coming to this address, and it is happening that this person is simply getting lost. I think that the landlord, with proof that the client has moved out, could give the Administrative Unit a notice to quit, leaving the former tenant with only a permanent residence, or a new registration.
