A new law is being adopted that would change the way forestry is regulated in Slovenia. 1.) According to my proposal, we would plan strategically at the level of the state and forest management areas, and at the level of forest management units we would have a very reduced plan (currently it is very extensive and requires a lot of work), which would only emphasise the functions of forests and prescribe maximum posts. We know that detailed planning of forest works as we know it today has no effect. It therefore seems to me pointless to draw up forest management plans for the whole of Slovenia. If they were produced only on the initiative of forest owners who have an interest in working in their forests, we would save a great deal of useless work. 2.) My proposal is to legislate, by amending the Act, for the production of a Private Forest Estate Plan, which is being developed at BF and is proving to be a very useful thing. These plans would be produced by sole traders or companies employing forestry engineers. They would be drawn up at the initiative of owners who want to organise work in the forests. These plans would be the property of the owner, since they are intended for him and for another or a third party. This would give owners more power and transparency over their property. District foresters would be obliged to refer to this plan if the owner so wishes. Otherwise, they would only be able to link so far as to issue a waybill, which would allow the legality of the felling and transport of the timber.3.) I welcome the introduction of waybills4.) The link should still be free of charge, so that relations between forest owners and foresters remain good.
