Hello, Slovenian law requires guests to register and pay a tourist tax for overnight stays at caravan parks (RV parks). We propose that such overnight stays are exempted from guest registration and payment of the tourist tax. Rest stops are intended for drivers to rest on their journey and to refuel their campervan. Most of the time, campers arrive at the stops in the late evening and leave in the early morning. The burden of having to register and pay the tourist tax is unreasonable, and after a long drive it takes the motorhome quite some time, sometimes for just a few hours of overnight accommodation. In addition, sometimes they have to deal with these obligations in the middle of the night. At the same time, it is a burden on the motorhome stops themselves, since they have to have an employee to manage these services simply because of these two obligations. Some RV parks are set up so that payments are made at a machine, and some are even free. As a result of the above-mentioned constraints, some stops are already being closed or converted into daytime-only car parks. This will be a huge detriment to motorhome tourism, which is on the rise. For the reasons set out above, we believe that paying a tourist tax for overnight stays at caravan parks is an excessive burden that is unmatched anywhere in Europe. We propose that RV parks should not be considered as accommodation establishments and that overnight stays at RV parks should be exempted from the registration of guests and the payment of the tourist tax. According to Slovenian legislation, overnight stays at RV parks are the same as overnight stays at hotels, apartments, campsites, etc., which is not the case in practice. Moreover, the provisions laid down in the Rules on the minimum technical conditions and the scope of services for the provision of catering services for caravan parks are excessive. Not all caravan parks need an entrance gate, electrical connections for all marked points, the possibility of a supply of running water, etc., and we therefore propose that the provisions in the Regulations be turned into recommendations or amended accordingly. At some stopping places, it is sufficient to have a rest area, but not a service area. Alternatively, we would ask for clarification as to where caravan parks that do not meet all the requirements fall - are they then car parks?
