Ladies and Gentlemen, I would like to propose that simplifications be made in the drafting of legislation so that amendments to laws, regulations and rules are no longer adopted, as searching through regulations that have been amended several times is a complete confusion, especially if there is no plain text of the regulation. We users are not skilled in the application of the law, and regulations are written for us and should be as easy to use as possible, which they are not. We simply do not know exactly what applies if we have to go through five amendments and the basic law and are constantly in fear that we will not comply with the legal norm and will be fined by the inspectors. So, I propose that regulations are not adopted by amendment, but always the whole regulation, no matter how many articles are amended. At the same time, it also simplifies work in the state apparatus, because we no longer have to prepare clean copies, because we will always have the basic regulation in force. And laws can still be adopted at different speeds, depending on the needs of urgency.
