I propose to remove administrative obstacles to the boatmaster examination by amending the Boating Regulations by amending the individual articles defining the application forms for each type of examination and Annexes 1, 4 and 7. I propose that the application forms should not be accompanied by a picture, but that the picture may be brought with the candidate when he/she attends the examination. It is also necessary that applications should not be accompanied by proof that the administrative fee has been paid, but that the authority should check the information in its accounting records in accordance with Article 139 of the General Administrative Procedure Act.
