A Croatian national who lives in Slovenia with her husband, who works in Slovenia, came to the registration procedure. She decided to register a sole proprietorship, for which she had to obtain a single work and residence permit. We helped her with the procedure. It takes about 2 months for foreigners to obtain an EAD once they have submitted a complete application. We cannot register a person for insurance in the process of registering a sole proprietorship because we are waiting for the EDD. During this 2 month period, however, the lady received warnings from the Pension and Disability Insurance Institute and also the Health Insurance Institute that she should arrange her social insurance. She regularly took the letters to our VEM point and we then called the institutions and explained to them that we would (and then we did) register the lady in the insurance as soon as she received the EDD and registered her stay. In order to avoid frightening customers, especially foreigners, who are not familiar with our bureaucracy and institutions, we call for regulation and standardisation of the procedures for registering a company and obtaining permits for foreigners. Perhaps the Aliens Service could in some way inform ZPIZ and ZZZS that a person is in the process of obtaining an EDD and not to waste paper, time and manpower on unnecessary paperwork.
