I needed an International Driving Permit (IDP), and for that I had to go to the administrative unit, wait for an hour and a half, pay €3 for a certificate of passing categories, and take it to the AMZS the same day to get my IDP issued. Well, I paid another 31 euros for that (34 euros in total) and wasted a good part of my working day. On the same day, in Stuttgart (we were travelling together), a relative went to the administrative office at lunchtime and immediately received the MVD, paid 16,10 euro for it and spent half an hour on it. I suggest that the MVD is issued by the administrative unit (so you have to go there) and that the prices of issuing MVDs are adjusted to our remuneration.
