Dear Sir or Madam. We call upon the Water Directorate of the Republic of Slovenia (hereinafter referred to as DRSV) to start complying with Article 63 of the Administrative Procedure Act, which equalizes analogue and digital communication in administrative proceedings. The project conditions issued by the DRSV have a form on the back where the water consent is entered later in the procedure. Because of this printed form, the DRSV rejects all e-applications or requests for water consent if they do not include the original analogue project conditions. In other words, they require e.g. the complete construction documentation (PGD file) to be submitted in printed form. In our opinion, all requested material can also be sent digitally (which is in accordance with the ZUP) to DRSV (we send it digitally to other consentors and have no problems in obtaining consents). Especially since the last water consent issued by the DRSV was received in the form of a new document and not as a signed form from the project conditions (water consent No 35506-3125/2016-5, dated 24.6.2016, does not contain a form). We would like DRSV to accept e-applications for consents from now on and to follow the CUP.
