Dear Sir or Madam!
I kindly urge you to make arrangements as soon as possible so that the scanned photograph can remain in your records for some time and also be used for the production of a driving licence, as I do not think it makes sense to have to re-adapt the original photograph to produce this type of document.  It would also make sense for citizens to be able to apply for and complete such documents from home via a qualified digital certificate.
