I suggest that you delegate the issuing of building permits for less complex and simple buildings to design companies, which should either pass an examination in the ZUP or employ such a person. Then you can reduce the number of officials in the environment departments by 75%, reduce the cost of administration (those fees you collect for issuing DGs are not even for sour water), speed up the procedures and raise the quality of the procedures to a level where an official will never reach. Designers should take out liability insurance (which will be light years ahead of the liability of an official). Give concessions to the designers and abolish local jurisdiction for the remaining building permits. Why? Because faucets are too big a factor in Slovenia.
