The Fund of Agricultural Land and Forests of the Republic of Slovenia (FALF RS) should be stripped of half of its powers, as they are already too bogged down in paperwork and don't know how to get out. Reason: I have not found anywhere that the Fund is a consent-granting body, yet it is involved in all the procedures it handles. If someone wants to carry out a particular activity on land managed by the Fund, they must first consult the Fund and obtain its consent. This is interesting, despite the fact that they are obliged to work according to the law, but they do not do so. They just give you an opinion, which is not in the form of a decision and you cannot appeal against it anywhere. Example: putting up a greenhouse. They give you a contract to sign stating that you are not allowed to rent it out. A contract with the fund? Before you have even obtained a building permit. You are also not allowed to dispose of it. The owner of the greenhouse is the lessor (value €150,000.00). It cannot be built under such conditions because I am not the owner for the Fund and nothing can be built by a third party on the land we lease. When I asked again, the only reply was "the Fund does not allow it".
