I propose to abolish the institution of "owner of the metering point" for electricity for households. The payer should be the occupier of the building or part of the building, and if the electricity is not paid for, first a warning and then disconnection. Once this measure is in place, all the paperwork about ownership of the metering point will disappear. This measure would also simplify the procedures for inheriting a metering point - the metering point would remain with the building or part of the building in which it is located, regardless of whether the previous owner is still alive or the building or part of the building has passed into the hands of a new owner. All paperwork is eliminated. In all the above cases, it should be stipulated that it is sufficient to inform the electricity company only of the name and address of the new payer and of any wish to set up/activate a direct debit.
