I suggest you start thinking about introducing a UBI, a proposal for which has already been sent to the Government at the link below: http://predlagam.vladi.si/webroot/idea/view/6472.
A UBI could cut a lot of unnecessary bureaucracy, increase transparency, raise the standard of living, and increase security in our country. UBI would replace various pensions, grants, social assistance, allowances, etc... Also, pensions could be equal for all citizens regardless of how much they have paid in, or rather, UBI would already regulate this, so we would get rid of unnecessary calculations of how many years, days and hours we have worked, how much we have paid in, what inflation has been, etc.... Citizens want to have a secure future and a decent life, and it is right that they should be able to do that in the next 20 years at the latest.
