The law referred to below, the FOI Act, should be amended: "The Minister responsible for education shall give his or her consent or non-consent to the appointment of the director or principal of a public institution. If the Minister does not consent to the appointment, the procedure for the candidate shall be terminated. There is no right of appeal against the decision on consent. A candidate who has not been given favourable consent may no longer apply for the same post. ---> Comment: As public education is financed from the state budget, the Minister should have the final say in the decision on the management of public institutions.
