With the municipal Decree on the tariff system for water supply billing, which the municipality of Krško implemented on 18.2.2000, the price of water for the economic operator jumped from about 10 €/m3 to 30 €/m3. The reasoning for the then introduction of the tariff system, which raised the cost of water by 300% in a single move: "Ensuring an adequate level of resources for the operation and maintenance of the systems and for their timely renewal and development" (Art. 1 of the Decree). So depreciation! However, with the recent entry into force of the new Decree on the methodology for setting the prices of municipal utilities for environmental protection, the price of water supply, together with the newly introduced billing categories (treatment of storm water, etc.), has risen from €30 to €24o/m3. What in 2000 was called the "tariff system" and the "connection capacity in relation to the rated flow" is now called the "network charge factor". Interestingly, the problem of depreciation is again cited as a key argument for the introduction of the network charge: "Until now, utility prices have not included the cost of depreciation". So the concessionaire. The absurdity of this is illustrated by the case of the current month, when the invoice shows an overpayment of 8 m3 and the water and sewage bill is € 1,128.51. The Regulation therefore not only discourages the saving of drinking water, but even encourages its reckless consumption, since the amount charged is independent of consumption.
