Hello.I have seen the Ministry of Public Administration's desire for "Smart Regulation", but I would like to draw your attention to one of the problems that people are facing because of the unwise instructions coming from the public administration. Some time ago, any customer of a bank could bring in a bill for any payment and authorise that a perpetual usufruct be opened for those bills. Suddenly, the banks were forbidden to do this at the request of the customer, who had to ask individual companies for authorisation. The bank does not know why this is the case, and the customer has additional obligations. This has led to the following complications. The utility company has carried out an internal reorganisation and has changed the address for one of its services. They wanted to inform customers who had been paying by perm to give new authorisations to this new address, but they hit a snag because the law says that they are not allowed to ask for authorisations until the invoice is issued. So at the same time they sent out the invoices and added the receipts, which have to be paid at the bank or at the company's cash desk, and the authorisation form, which has to be signed and sent to the company. I hope that this will come into the hands of someone who really cares about the public administration working to make life easier for citizens.
