Dear Sir or Madam, I have applied to the Administration Office for a birth certificate for my now grown-up child. In reply, I was informed that I could only obtain it with the child's authorisation, which is supposed to be in accordance with Article 28(1) of the Act on the Civil Registry. As I am the child's mother, I do not understand why the adult child's authorisation is necessary. I propose a corresponding amendment so as to administratively relieve at least the child's parents of the need for his/her power of attorney.
