I suggest that the Minister of Justice issue a decision as soon as possible on the application of Article 29(9) of the CPL (electronic filing of applications for lawyers...) and that the obligation to file electronic applications be extended to other parties (following the example of the COVL), and that other enforcement proceedings be conducted electronically. Until this is ensured, mandatory electronic service is meaningless, as in most cases, due to the written applications, not all the documents are in electronic form and electronic service is therefore not an option.
