Given that we are always complaining about how slow the UE is in resolving applications or how stunted the system is, I would suggest trying a practice from the economy - rewarding/incentivising the employee if the application is resolved within the time limit set by law. And a second suggestion: why not give us the option of a pay scale of fees linked to the time of resolution? If the client wants a priority solution, he pays a little more fee than if the procedure goes through the normal channels.
