Let the public authorities stop blackmailing citizens with closed and pay-as-you-go technologies. The world is not just Windows and Internet Explorer, but others too. There are many free solutions that are well established in regulated countries, just not here. In this way, the state authorities do not give you much choice for e-commerce. Either buy Microsoft products or risk piracy.
