We are pensioners and live in the countryside among vineyards, in a newly-built house, a bungalow, where we also have a registered residence. A few years ago, due to health problems, we moved to the quiet countryside. In our area, a very large number of people live in buildings, in cottages. We can say that in the Posavje and Dolenjska region the number of cottages is almost equal to the number of houses. Older people and an increasing number of young people have solved their housing problems in this way. The houses have all the relevant permits and also house numbers where people are permanently registered. There are also many people involved in tourism. The big problem, which is why we are writing, is that these buildings (built according to the regulations) do not have the possibility of adding non-complex facilities, such as: a carport, a tool shed (which is essential for working the vineyards and orchards), a firewood store. These are all non-complex facilities, but they are absolutely necessary. We are referring to buildings built according to the regulations. We owners are left to the 'good will' of the municipalities. There are municipalities that are sympathetic to this. There are also those that allow the construction of various haciendas and castles among vineyards, and those that do not even allow the erection of a simple shed or a carport. We (there are many of us in the Sevnica area) would like to ask Parliament or the Ministry to regulate the status of these buildings. We propose that the status of such buildings should be put on a par with that of dwelling houses, the owners would pay taxes accordingly and the Treasury would receive a considerable amount of money from this source. Buildings are being built in the countryside in the black, which is spoiling the environment. There are quite a few foreigners who have immigrated to our municipality and are content with a good life here. However, they are astonished at the unregulated legislation and taxes. We, with all the necessary documentation, built a suitable building for tourism in brick houses in a vineyard area (we have a vineyard) four years ago. Unfortunately, it turned out to be too complicated for tourism and we abandoned the plan. But we have a beautifully landscaped environment (so say our neighbours, foreigners and passing hikers). We have won several awards for the beautifully landscaped environment next to our apartment house. In order to make our countryside even tidier, we propose to the government (for consideration) that the legislation be regulated so that there are not so many demolitions and abandoned vineyards, etc. Young people would like to work, but they have nowhere to do it. Please, if it is possible to resolve this matter in such a way that the citizens are satisfied and the Treasury benefits (we think it is possible). The matter of black constructions should be settled as soon as possible. Here, the country would gain many millions of euros. Thank you for listening and best regards.
