Child benefit is an unnecessary administrative hurdle for everyone who has children. Child benefit is a supplementary benefit for the maintenance, upbringing and education of a child, where the income per family member does not exceed 99% of the average wage in the Republic of Slovenia in the previous calendar year, or in the calendar year before that if the child benefit is claimed in January, February or March. This is because it is necessary to reapply each year. There is virtually no information in this application that really needs to be re-entered every year. The only such information is, in fact, income, which the authority can obtain itself, ex officio. The other piece of information that may still have an impact on the amount of child benefit is the preschool child's enrolment in kindergarten. This means that for the child's first 18 years, it would not be necessary to reapply every year. It would be sufficient to apply once and simply report the inclusion or exclusion of the child from kindergarten. After the eighteenth year, they would only have to provide a school certificate. In this way, the Social Work Centre would be able to decide automatically, without these annual applications, on the amount of the child allowance itself. This would save both the applicants and the Social Work Centre money, as there would be no need to enter the information in the application and then check it, and no need to issue receipts for receipt of the application. The practical effect is that now we only have to enter information such as the address, the EMN of the applicant and the partner, and then the child, income and nursery attendance. This is information that does not usually change every year, but income is checked anyway. I therefore think that it would be sufficient to apply once and report only any changes, and the child allowance would be decided automatically every year by the social work centre, so no unnecessary applications.
