Amendment of the Regulation on the pollution of the soil by the introduction of waste; I consider that the Regulation is still not effective enough, following the initiatives and efforts of the staff of the Ministry of Agriculture and Environment and the ARSU, because under all the laws, builders are destroying the fertile soil by dumping and introducing into the soil plastics, rubber, asbestos pipes, asbestos roofing and other harmful waste, which also pollutes the groundwater that we drink. I think that 6 months is absolutely too long for a chemical analysis of soil and should be reduced to three months, because only this can actually establish the quality or contamination of the land and only this proves that there are not only stones and soil in the soil, but also many other things that do not belong in fertile soil. Builders dump harmful waste all over Slovenia to make a good profit, so the Regulation should add heavy fines, e.g. €300,000 and 3 years imprisonment for those found to be introducing waste into the land, and inspectors should do their job more strictly and punish all offenders. I also suggest that the executive should also be the enforcer of the regulation, which could look like sending the inspectorate and the police on a visit and taking immediate action with a prison sentence and a fine if the law is not respected, rather than dragging every case through the courts, as even speeding is subject to immediate sanctions!
