I propose that the technical acceptance of the premises should be carried out as follows: a list of deficiencies should be made, and the company/owner should be given a time limit within which to remedy these deficiencies. The occupancy permit should be issued immediately, provided that there are no major irregularities and no obstacles to the activity. This means, in principle, that it will be necessary to check at the end of this period whether these deficiencies have indeed been remedied. However, it also means that the investment has already started to pay off, taxes, duties, etc. Today, the situation is such that the use permit is not issued, the investor also has to remedy the deficiencies (mostly in terms of compliance with the regulations, as interpreted by the inspectors), but in the vast majority of cases, they also pay the employees, and in doing so, they suffer a significant loss, instead of starting the activity immediately.
