Dear Sir or Madam! I propose to simplify the process of parcelling and land consolidation. In our case, the process has been going on for more than 10 years, and 7 years after the adoption of the zoning plan. I would also suggest that other procedures necessary before obtaining a building permit be shortened (e.g. procedures for determining whether rare species of animals breed in the area, whether the building can really be protected as a monument, etc.) All these procedures have the effect that in our case we have not been able to start building for more than 10 years on an undeveloped building plot for which a zoning plan has already been adopted. Speeding up these procedures will certainly reduce the number of illegal constructions and, consequently, the work for building inspectors.
