I would like to know the procedure for registering an easement agreement for a public utility infrastructure (PGI) on municipal land plots, if there is a seal for a PGI on them. The intended development does not affect the area subject to the PGI. In general, the problem with all the seals in the ZK is that they are registered on the whole parcel and not on the part that is actually affected by them. This makes it impossible to build on the entire plot, which is not even owned by the person who has lodged the ZVEtL.
