Dear Sir or Madam, Since 2010, the Equalisation of Opportunities for Persons with Disabilities Act (EODA) has been in force. One of the requirements for obtaining a vehicle conversion is that before the conversion is installed, the vehicle must be brought to URI Soca for an inspection, and then the vehicle must be brought to URI Soca once more after the conversion to check that the vehicle has been converted in accordance with the documentation. This procedure is, for me and for many other disabled drivers, completely unlivable, unnecessary and discriminatory towards disabled drivers. Why is it necessary for drivers to bring a vehicle from 100, 200 km away for 1 day just to look at an unprocessed vehicle at URI Soča and write some documentation for the processing of the vehicle, because this means that we disabled drivers have to find a driver who will have to take a holiday or a day off and will bring us together with the vehicle to URI Soča, where we will both be waiting for them to complete the documentation. I propose that this article, decree, regulation or whatever it is, be amended so that the vehicle is only brought to the URI Soca for inspection when it has already been processed and all the necessary paperwork has been arranged. We know what modifications are needed, the drivers themselves know how the vehicle is to be modified, the drivers themselves decide how the vehicle is to be modified, given their long experience of various forms of vehicle modifications, and it is really completely unnatural and unnecessary to waste our time and the time of the person who has to take us and the vehicle to URI Soca. The procedures for sending documentation between the Administrative Units and URI Soca would also be shortened in this way. Specifically, in my case, it went like this: I paid for the car in February this year, it arrived in Ljubljana on 30.4, I sent the application for the adaptation of the vehicle to the UE on 13.4.2021, I received a reply that the documentation had been sent to URI Soča on 23.4, URI Soča received my documentation on 28.4. I received the date for the inspection of the vehicle and the writing of the documentation on 20.5. at 9 a.m. So my car has been sitting idle since 30.4,because I cannot use it because of these inhuman, unnecessary, discriminatory rules of decrees, laws, articles, etc.-.... it is sitting idle. The procedure must be urgently and as soon as possible shortened in such a way that the drivers can first take the car to the URI Soča for processing, drive themselves to the URI Soča, which will issue the relevant documentation and the UE will issue the necessary documentation within 1 or 2 days at the latest, or that the disabled driver himself will pick up the documentation and take it to the UE, where he will arrange all the necessary procedures.
