We are two families who bought two neighbouring building plots in 2019, we checked with the municipality about possible obstacles, and were assured that everything was OK. We have started the activities of obtaining a building permit through each of our own planners, who have drawn up the most optimal options and started to obtain consents and opinions. Everything was successfully resolved, but just before the application for the building permit was submitted, the municipality sent a letter to only one of us saying that they would reconsider the application for the driveway (despite the fact that we have already had a positive opinion for at least 2 months and our neighbours for longer) and that such a driveway is not possible for safety reasons (they do not allow it for either of us). I should mention that the driveway would be directly on the municipal road, which has at least 11 existing driveways within 500m, little traffic, visibility, at least 40m left and right, in a last resort we are ready to go to a shared driveway but they are asking us to make the driveway much higher, (actually in a dangerous bend) where there is already an existing one, but this would mean that we would have to buy part of a piece of land that is not even for sale. There is also the problem that we have everything already plotted out, adapted to the access onto the municipal road, and their request would turn everything upside down and cost us a huge amount of money. Can the municipality challenge an opinion that has already been given? I would like to know how such complications can arise in obtaining a GD and perhaps it would make sense for the municipality to produce a detailed study for all the buildable plots, with all the details and requirements, such as location information, which, at least in our case, is very superficial and unreliable. Who, apart from the municipality, are the independent experts who are competent to assess the safety and give an opinion on the access roads? Thank you very much for your reply.
