In view of the petition for renewal of the driving licence of 4.12.2017 already submitted, which is visible at https://www.stopbirokraciji.gov.si/komentar/?comment_id=855, and the reply of the competent authority of 21.2.2018, which is also visible at the same address, I am submitting the petition for renewal of the driving licence via the eGovernment, as time has moved on and overtaken the reply of the competent authority already in point 1. Technology has moved on, the identity of the person, the capture of the signature, the photograph is possible remotely, as all banks, insurance companies are already doing, where it is possible to identify the identity document remotely, it is possible to identify the person via a video link and to capture the signature and the photograph with special software or to take the photograph from the electronic photo repository. In point 2 of the answer on what is required to be attached for the ISSUANCE of a driving licence, this is an answer which is not related to the RENEWAL of the driving licence or to the purpose of my petition, which mainly relates to the reminder on the eGovernment site, where we are reminded that 19.1.2023 is the last day of validity of driving licences issued on the old 3-part forms. My initiative is mainly related to this reminder and to the implementation of the modification (not even the renewal) of the driving licence. In point 3 of the reply, where it is stated "The person must attach to the application a photograph in physical form or the reference number of the photograph from the electronic repository of photographs, where the photograph must show the true image of the person and must not be retouched (without the presence of the person it is not possible to determine whether the photograph shows the true image of the person). According to the provision of Article 65 of ZVoz-1, the holder of a driving licence must replace the valid driving licence if the photograph on the driving licence no longer shows the person's true image.". is again a time-technological component which is no longer valid and it is now possible to determine remotely, without the presence of the person, whether a photograph shows the true likeness of the person. The final reply of the other competent authority, the reply of the Ministry of Public Administration "We will explore with the Ministry of Infrastructure the possibilities regarding the (technical) implementation of the proposed solution" on 21.2.2018 may have given hope for a change, almost three years after the initiative was launched (4.12.2017) calls for a reminder and a new initiative in the hope that technological solutions can be found quickly and, given the health situation we find ourselves in, as soon as possible enable technological solutions for processes that can be carried out remotely, thus enabling de-bureaucratisation, faster treatment and dispensing, and contactless (no person-to-person contact) treatment.
