Dear Sir or Madam, I was employed in another EU country (Romania) by a foreign employer and when I resigned from my job, I started collecting the documents I needed to arrange compulsory health insurance in Slovenia, specifically the European E104 form. In fact, the competent health insurance authority in Romania only responded to my second application for the E104 form after almost 2 and a half months of waiting, with a note that I could collect the document in person. By this time I had already moved out of Romania, because nobody can wait 3 months for one document despite repeated applications. However, the E104 form has to be submitted to the Health Insurance Fund. What is left for an individual when a state institution in another EU country does not issue the desired and timely requested document, which is necessary to regulate compulsory insurance in Slovenia, even though both are EU Member States and obliged to issue the e104 form? Can ZZZS officially request the necessary information from the health insurance institution in Romania? And above all, how can I prove to the ZZZS that I was employed and compulsorily insured in another EU Member State if the latter has not issued the document. Of course, it is not possible to revisit a foreign country and authorise another person because of the corona virus in both countries. However, the application for the form was submitted one and a half months before departure. I kindly ask for your views and I warmly welcome you.
