I propose that automatic acknowledgement of receipt of e-mails be provided at the head offices of all administrative units and other public administration bodies (where this has not yet been implemented). Example: we recently sent an e-mail to UE Ljubljana that we wanted to be a party to a building permit procedure that one of our neighbours had applied for. As there was no acknowledgement from the UE by today, the deadline for notification, we called and, after a lot of trouble, only received an acknowledgement that our message had been received. This is completely unacceptable, as switching on automatic validation is a matter of "a few clicks" and does not require any additional hardware. Every company already has arrangements in place for their mail server to reply to the sender itself regarding the receipt of the message.
