Please make sure that well-intentioned and useful legislative measures are not blocked at the implementation level.On 1 July 2020, the possibility of obtaining a free public passenger transport ticket was introduced. Pensioners, over 65s, war veterans and disabled persons would be eligible. However, you must also sign a declaration that you are not in employment, are not active and are not registered as unemployed on a prescribed form issued by the Ministry of Infrastructure and published in the Official Journal of the Republic of Slovenia. So which veterans can apply? Employed people cannot, neither can unemployed people, and if they are retired, they can obtain a card on the basis of their pension status, not their veteran status. So non-retired veterans are excluded from the pool of candidates for the free pass. I suggest that such discrimination be eliminated or that the unreasonable form published by the Ministry of Infrastructure, which is not in line with the provision of Section 114b of the Road Transport Act (ZPCP-2), be corrected to allow for the implementation of a well-intentioned move.
