In the process of working with new recruits, recruiters in the public/government administration are faced with an unnecessary administrative hurdle, namely obtaining RS Statements of Insurance (prior service). Obtaining statements adds both time to the workload of new recruits and imposes the unnecessary double work of data entry from physical to electronic format. The data already exist in electronic form in the official records. While a new employee can request a printout electronically, he/she must obtain it physically by post and must bring it in person to the new employer. Given the increasing trend towards electronic transactions, we believe that, on the basis of a signed declaration and consent by the new employee to obtain the data from the official records, this extract could be obtained directly by the employer ex officio. The General Administrative Procedure Act stipulates that an official may, for the purposes of establishing the facts of a case, obtain personal data from the official records on the party who has submitted the request for the initiation of proceedings (Article 139(5)). In short, it would be necessary to allow the electronic exchange of data between authorities, without involving citizens/individuals and without paper.
