Hello, Last October (2019), my partner, who is Finnish and therefore an EU citizen, moved to Slovenia. Of course, he had to apply for an EU residence permit at the Aliens Department, where we got a real shock: a queue of more than 100 people in front of us! According to EU officials, people gather at the door of the Ljubljana Aliens Department as early as 6 a.m. and queue up to pick up their numbers at 8 a.m. when the office opens, and then, of course, they quickly run out. To make matters worse, this is a daily occurrence, of which UE Ljubljana is apparently aware and does not do much to resolve. I believe that in the 21st century, UE Ljubljana could have come up with a more human-friendly system. I suggest that a portal be created where each user first registers, fills in and uploads the necessary documents, and then books an appointment, where they prove their identity and the documents they have uploaded are reviewed. This would avoid the feeling of dehumanisation when you are waiting in a pointless queue and could certainly make better use of your time in a thousand other ways. At the same time, the entry portal could contain all the instructions, documents and applications that foreigners have to fill in and submit on entry. For an example and ideas, see https://enterfinland.fi/ An additional bureaucratic nonsense is that once the boy's application had been validated, and therefore his temporary address in Slovenia had already been entered into the system, he still had to go in person again to the Department of Aliens - you guessed it, at 6 a.m., to queue. Why? Because he just picked up the card confirming that he is registered to stay in Slovenia. I propose that personal collection be abolished and that service by post be introduced instead.
