As a measure to reduce queues in healthcare, I propose that in case of an unreasonably long queue at a public health facility/concessionaire, the insured person can go for a procedure/examination/diagnosis as a self-payer. The Health Insurance Fund will then reimburse him/her, on the basis of the invoice submitted for the service provided, the amount he/she would otherwise have paid to the public health institution/concessionaire for this service.
