I am a Slovenian citizen with permanent residence abroad but studying in Slovenia with temporary residence. I cannot obtain a digital certificate because I only have an EMŠO and no tax number. Many other foreign (non-Slovenian) students are in similar situations. Every transaction I do with the Administrative Unit requires me to visit it in person and take my time to do everything. I would prefer to do it online, but I can't. Local UEs would also benefit a lot from international students using more e-services. They are so overwhelmed with the small number of staff that it often takes more than six months to process temporary residence documents for my friends! This is not an efficient process.
