I propose that a law be passed to regulate the transport situation and ensure the smooth supply of people and businesses. For all freight vehicles that are in transit through the Republic of Slovenia and have a final destination outside the territory of the Republic of Slovenia and are transporting goods to another destination in a Member State or a non-Member State and, due to the closure of the border of another country, the freight traffic does not leave the territory of the Republic of Slovenia in less than 8 hours, because the crossing of the border of another country is prevented or associated with a long waiting period, the Republic of Slovenia will charge a fine to the country preventing the free movement of goods for each freight vehicle remaining on the territory of the Republic of Slovenia for causing inhuman conditions and endangering the lives of Slovenians, both as drivers and as people to whom the freight is destined and does not reach. If the goods vehicle does not cross the border of the Republic of Slovenia within 8 hours, the cargo is seized and is the property of the Republic of Slovenia. The damage to the consignor or the consignee will be paid by the country that prevents the border crossing. Fix a penalty per lorry. Consider whether or not to seize the cargo.
