Dear Sir or Madam, I am finding it increasingly difficult to find a job and I am thinking of re-entering the market as a self-employed person. The problem arises because the State requires monthly contributions even when the entrepreneur is not working, whereas for a complementary activity you have to have a permanent job or be registered for a specific activity covered by the personal complementary activity. I propose that it should be possible to issue an invoice to a natural person without unnecessary company registrations, etc. A reasonable tax and a proportionate share of contributions should be deducted from the amount on the invoice, which should not exceed 20% in total. It would be necessary to devise some kind of system where the individual simply states that he or she will carry out a particular activity and an invoice is allowed, with a pro rata share of contributions being calculated per invoice rather than on a flat monthly basis. In this way, even people who do not have a monthly turnover of €5 000 but sometimes only €100, €200 or €500 could do their work without the flat-rate contributions forcing them into debt. YES! Contributions often push people into debt! Because Slovenia is not a country of honey and milk, as it presents itself to the world at large, and there is not always work for thousands of euros to pay the contributions. Many people in this country do not get a job, no matter how hard they try - I am already an example - but that does not mean that they would not be able to find project work. That way, many would also give up looking for social assistance, and payments would be recorded through invoices. If you have created a STOP BUREAUCRACY page, it would be good to cut red tape as well. Allow more flexibility, lower the barriers in the field by removing monthly flat-rate contributions and allow more free forms of work. Regards
