The government should require DARS to issue a bi-annual vignette for dual-track vehicles, as many of us ride bicycles, mopeds and motorbikes from April to November. Motorcycles can buy a half-yearly vignette, but cars cannot, so the annual car vignette is not worth buying for some of us (and we drive on regional roads!). Let me say that even petrol single-track vehicles consume 2-3x less fuel and exhaust emissions than cars (which are also mostly driven by just one person), and in cities they help to reduce congestion - both on the roads and in car parks. This shows that government incentives in this direction would be very welcome, as air-conditioning is also increasingly suitable for longer use of single-track vehicles (motorised, electric or pedal-powered).
