There are many vehicles with Russian registration on Slovenian roads. I assume that these are vehicles owned by Russian citizens residing permanently or temporarily in Slovenia. The Motor Vehicles Act stipulates that vehicles registered in the Republic of Slovenia are those owned by foreigners who have a temporary or permanent residence in Slovenia. These are vehicles which, in accordance with customs regulations, are temporarily or permanently imported and used as such in road transport. In case of necessity, it is not possible to establish the ownership of the vehicle on the basis of the Russian registration plates (i.e. to carry out identification), except in the case of a direct control of the driver or an international exchange of information between Slovenia and Russia. I propose that all such foreign vehicles whose owner is permanently or temporarily resident in Slovenia should be duly registered. If it is necessary to amend the existing legislation, it should be amended accordingly.
