I propose a ban on advertising by non-real estate agencies in cases where the property owner does not give the prospective tenant the opportunity to register his/her residence. The Residence Registration Act states in Article 7(6) that, An owner, co-owner or landlord who allows an individual to reside at an address may not restrict the individual's obligation to register. Estate agencies, as a legal entity, should respect these rights and, as letting agents, should only let properties that comply with the legal provisions.
