I suggest that the Slovenian government finally introduces a property tax. Every year of delay means at least €100 million less revenue for the state budget. The property tax is known to all Western democracies and EU Member States and is not a taboo subject; only its level can be controversial. It is destructive and uneconomic to accumulate electoral points or votes in this way. A property tax will help to optimise the property market, it will value property in real terms, it will release the surplus of property that individuals keep in stock (as a store of value, instead of a deposit in a bank or investment funds). It will make it easier for younger people to take the path to property ownership, and for older people to sell their surplus property. For those who invest, it will simply give them a topic to think about, which is smarter and more economical.
