In view of the pressing problem in public kindergartens, which includes the work obligation of the teacher and assistant teacher outside the work with children, I suggest that the Ministry of Education, Education and Sport also in kindergartens to specify or define precisely the other work obligation of the teacher, i.e. the work obligation of the teacher when not working with children (work outside the direct work with children). According to Article 41 of the Kindergartens Act, the teacher's work obligation includes: - preparation for educational work, - planning and carrying out educational work, - working with parents - and participation in the organisation of life and work in the kindergarten. In accordance with the Kindergarten Act and the Collective Agreement on Education and Training, the full-time weekly working time of the teacher working with children, so-called direct work with children (playroom, playground, gym, walks in the park, excursions, visits to cultural institutions, various tours, etc.) or carrying out educational work, is 30 hours. 2.5 hours per week for full-time work is snack time. In total, 32.5 hours per week. Both the teacher and the assistant teacher often do not go to brunch at all, often because they are unable to do so due to staff shortages, who are not replaced and work alone in the department. The rest of the teacher's work obligation, i.e. 7.5 hours per week full-time (40 hours), consists of: - preparing for educational work, - planning educational work, - working with parents and participating in the organisation of life and work in the kindergarten, as stated in the Kindergarten Act. The teacher also receives professional training and development. Principals have different interpretations and each of them defines the time and work that they consider as the other work obligation of the teacher (work outside the work with children). This is a kind of arbitrariness of the principals. Some head teachers do not recognise the preparation for educational work, but see it as planning educational work, which is not appropriate and so head teachers do not recognise the time spent by an educator preparing for work. For example, preparation for educational work includes preparing various physical materials for working with children, searching for literature and media for children and the teacher in the library, searching for relevant materials on the Internet, time for cooperation with the assistant teacher in preparation for educational work and planning, editing photos for children's albums or preparing various media e.g. films for parents, sometimes the head teacher requires photos every week to be posted on the kindergarten's Facebook page.... Planning educational work, it is a time for thinking about the pedagogical process, activities, etc., writing daily preparations, monthly reports, evaluations, annual work plans of the teacher, writing a report on the implementation of the LDN of the teacher, writing observations of children to prepare for the discussion hour, writing plans for children with special needs (in some departments there are more than one child), writing various enrichment programmes and reports. There are major anomalies, which cause ill will among the teachers and assistant teachers, inhibit creativity and weaken the pedagogical process. The teaching profession is also one of the most stressful professions.
