I propose to abolish the road user levy because it is unfair because it equates vehicles that drive 1000 km per year (pensioner, 2nd car) with vehicles that drive 50 000 km per year. Abolishing it would also reduce bureaucracy. The fairest is a fuel tax, the more you drive (the more you use the roads) - the more fuel you consume - the more tax you pay. The heavier the car (the more it destroys the roads) - the more fuel it uses - the more tax it pays. Fuel tax is already about 60% of the price of fuel. Calculation for an average car with a consumption of 8 l/100km and 12000 km driven per year. 8 x 120 = 960 litres of fuel x 1.26 euro/litre = 1210 euro per year x 60% = 725 euro tax per year The tax for road use (some average) from 1351 - 1800 cc is 96 euro. Abolishing this charge (tax) will make vehicle taxation fairer, you pay what you use. It will also simplify the registration process.
