I propose NOT to tax those who have a mortgage on their property.
Because they are burdened by the credit anyway. I do not think they need an additional burden.
And they are not 100% owners of the property. So taxing something that you do not own is questionable. When the mortgage expires the tax should start.
Either way, you have abolished the relief on the purchase or renovation of property.
