I propose to the Government,
to make public:
1. Who is the author of the regulation below. By name.
2. Who sponsored it. By name.
3. Who adopted. By name.
 
The government once adopted the following:
"Article 7(1) of the LULDUVCP provides that the exemption [from road use tax] may be applied to passenger cars with a petrol engine of a capacity up to and including 1800 cc and a diesel engine of a capacity up to and including 1900 cc, to automatic transmission passenger cars with a petrol engine of a capacity up to and including 2000 cc and a diesel engine of a capacity up to and including 2200 cc, and to passenger cars...".
 
4. At the same time, please explain to me what the reasoning was in adopting this regulation; that is to say, what is the relationship between engine capacity, fuel type and gearbox type and the fact that a child is disabled or mentally handicapped.
5. Finally, I would like to know how you intend to sanction the authors of this bay.
 
I am not interested in a possible answer that this regulation will be changed.
 
Please let the answer be along the lines set out above.
